Sustav uzbunjivanja NENO Alarm pomoći će u pronalaženju nestale djece u Hrvatskoj

Ako dijete nestane, Ministarstvo unutarnjih poslova će obavijestiti tvrtku Meta, koja će inicirati upozorenje tj. NENO Alarm građanima - korisnicima društvenih mreža Facebook i Instagram – u krugu od 160 kilometara od mjesta u kojem je dijete posljednji put viđeno. Upozorenje će sadržavati osnovne podatke o nestalom djetetu i poveznicu na njegov profil na internetskoj stranici Nacionalne evidencije nestalih osoba. Korisnici se mogu vratiti na upozorenje za pojedinosti koje su možda propustili i, što je još važnije, mogu podijeliti upozorenje svojim prijateljima i tako doprijeti do šire publike te pomoći identificirati i locirati nestalo dijete u kratkom vremenskom razdoblju.

Hrvatska je 30-ta zemlja u kojoj je pokrenut sustav uzbunjivanja, a ovaj je projekt predstavljen u srijedu, 30. studenog na konferenciji za medije održanoj u amfiteatru Ravnateljstva policije. Projekt su predstavili Anita Matijević, voditeljica Odjela maloljetničke delinkvencije i kriminaliteta na štetu mladeži i obitelji Ravnateljstva policije te putem videozapisa Emily Vacher, direktorica povjerenja i sigurnosti u Meti i Michelle DeLaune, predsjednica i izvršna direktorica Nacionalnog centra za nestalu i zlostavljanu djecu. Na konferenciji za medije sudjelovala je i voditeljica Službe prevencije Sandra Veber, a svojim sudjelovanjem projekt je podržala i pravobraniteljica za djecu Helenca Pirnat Dragičević.

Voditeljica Odjela maloljetničke delinkvencije i kriminaliteta na štetu mladeži i obitelji Anita Matijević objasnila je kako nestalom djetetu, neovisno radi li se o djetetu koje se udaljilo iz roditeljskog doma, koje je pobjeglo iz ustanove, izgubilo se ili je žrtva roditeljske otmice, prijete različite opasnosti od viktimizacije. Zato nam je nužna suradnja s građanima kako bismo nestalo dijete što prije pronašli i osigurali mu sigurno odrastanje.
„Hrvatska policija nestancima djece pridaje iznimnu pozornost i sudjeluje u širenju i iniciranju dobrih praksi ne samo u traganju za nestalom djecom, već i u prevenciji nestanaka djece, osobito ranjivih skupina djece, što smo do sada činili kroz uspostavu nacionalnog sustava NENO, aplikacije Red Button, promocije EUROPOL kampanje  #DontBeACatch i sudjelovanjem u europskoj mreži stručnjaka koji rade na slučajevima nestale djece (PEN MP), odnosno aktivnostima Amber Alert. Danas idemo korak dalje i uspostavljamo NENO Alarm, sustav uzbunjivanja za nestalim djetetom kako bismo uz pomoć građana povećali vjerojatnost brzog pronalaska i zaštite nestalog djeteta.“ – istaknula je voditeljica Matijević.

Emily Vacher, direktorica povjerenja i sigurnosti u Meti, putem videa poručila je kako diljem svijeta svake godine nestane stotine tisuća djece, a kada dijete nestane, zajednica se želi ujediniti kako bi pomogla obitelji. „Ali ne znaju uvijek kako i nemaju alate kojima bi učinkovito pronašli to dijete. Naš program upozorenja o nestaloj djeci inspiriran je ljudima koji već koriste Facebook i Instagram u te svrhe. Kada bi dijete nestalo u njihovoj zajednici, oni bi podijelili informacije na Facebooku ili Instagramu u nadi da će netko prepoznati dijete i da će se ono sigurno vratiti svojoj obitelji." – dodala je u svojoj poruci direktorica Vacher.
 
Vjerojatnost pronalaska nestalog djeteta veća je kada je više ljudi uključeno u traganje – osobito u prva 24 sata. Cilj je da ova upozorenja dođu do ljudi koji su u najboljoj poziciji pomoći i potaknuti ih da upozorenja šire svojim prijateljima, dijeljenjem NENO Alarma s poveznicom na NENO profil nestalog djeteta.



„Iz prve ruke znam da je vrijeme najvažnije kada nestane dijete. Kada postoje točne i konkretne informacije koje javnost može koristiti u potrazi za nestalim djetetom, rezultati su izvanredni.“ – riječi su Michelle DeLaune, predsjednice i izvršne direktorice Nacionalnog centra za nestalu i zlostavljanu djecu, uz izraze zadovoljstva što će se više djece vratiti kući svojim obiteljima, a kao rezultat poticanja zajednice da ih vrati kući.

Prisutnima se obratila i voditeljica Službe prevencije Sandra Veber te naglasila: „Svakom nestanku djeteta treba pristupiti s posebnom pažnjom te maksimalno intenzivirati aktivnosti na njegovom brzom pronalasku. To je jedino moguće kroz cjeloviti pristup, zajedničkom suradnjom policije i nadležnih institucija, kao i uz neizostavnu pomoć medija. Projekt „NENO Alarm” je upravo na tom tragu promptne reakcije cijele društvene zajednice zbog čega će zasigurno imati važnu ulogu u zaštite djece.“

Ovaj projekt podržala je pravobraniteljica za djecu Helenca Pirnat Dragičević navodeći kako je nestanak svakog djeteta poziv je na uzbunu i zahtjeva hitan, stručan i koordiniran ozbiljan pristup i angažman stručnjaka u potrazi. „Za vrijeme „nestanka“ dijete može biti izloženo brojnim opasnostima, neovisno o razlozima odlaska od kuće ili ustanove u kojoj je smješteno ili otmici. Sustav uzbunjivanja NENO Alarm, koji će za upozorenje o nestanku djeteta koristiti dvije trenutno izuzetno jake društvene mreže putem kojih se najbrže i najbolje mogu podijeliti informacije između velikog broja korisnika, vidim kao važan korak koji će omogućiti brzo reagiranje velikog broja građana i sustava na nestanak djeteta i njihovo uključivanje u potragu“ – zaključila je pravobraniteljica Pirnat Dragičević. 
 
Pokretanje NENO Alarma uključuje sljedeće korake:

1. Nadležna ustrojstvena jedinica MUP-a odgovorna za aktiviranje alarma šalje tvrtki Meta e-poruku koja sadrži kratak i otvoren opis slučaja, popraćen opisom djeteta i poveznicom na profil djeteta u Nacionalnoj evidenciji nestalih osoba. Meta prima poruku 24/7 na namjensku e-mail adresu. Podaci se tada mogu dopuniti i ažurirati prema potrebi.

2. Meta odmah objavljuje upozorenje korisnicima Facebooka i Instagrama u Republici Hrvatskoj u krugu od 160 km od mjesta nestanka djeteta, koji dobivaju upozorenje u obliku obavijesti s kratkim opisom slučaja, čak i ako u tom trenutku aplikacija nije otvorena na mobilnom uređaju. Upozorenje ostaje aktivno na Facebooku i Instagramu 24 sata ili dok se ne otkaže prije isteka razdoblja od 24 sata.

3. U slučaju poništenja dojave, odnosno pronalaska djeteta, nadležna ustrojstvena jedinica MUP-a šalje Meti odgovarajuću e-poruku s kratkim opisom rezultata. Nakon završene akcije potrage, ujedno se o tome se obavještavaju korisnici Facebooka i Instagrama.

Ovaj proaktivni korak Ministarstva unutarnjih poslova dolazi u sklopu njegovih kontinuiranih napora za jačanje sigurnosti u Hrvatskoj. Cilj mu je svim raspoloživim alatima omogućiti članovima društva da doprinesu održavanju poboljšane sigurnosti u svojim zajednicama, uključujući primjenu naprednih tehnologija i korištenje dostupnih platformi u tu svrhu. To će im ujedno olakšati suradnju s policijom kada zaprime dojavu o nestanku putem Facebooka i Instagrama.
Stoga obratite pozornost ako vidite upozorenje o nestalom djetetu. Svi moramo raditi zajedno kako bismo djecu zaštitili djecu te ih sigurno vratili domovima

Ministry of the Interior launched the Amber Alert System in Croatia called NENO Alarm, in cooperation with Meta

The NENO Alarm alert system will help find missing children in Croatia

If a child goes missing, the Ministry of the Interior notifies the Meta company which then initiates the alert, the so-called NENO Alarm, with the citizens - social network users on Facebook and Instagram - within a 160-kilometre radius from the location where the child was last seen. The alert will contain basic information on the missing child and a link to the child’s online profile in the National records of missing persons. Users can revisit the alert for details that they might have missed, and more importantly, they can share the alert with their friends and reach a larger audience thus helping identify and locate the missing child within a short period of time.

Croatia is the 30st country to launch the alert system. The project was presented on Wednesday, 30 November, at the media conference held in the Conference Room of the General Police Directorate. The project was presented by Anita Matijević, Head of the Section for Juvenile Delinquency and Crime against Youth and Family of the General Police Directorate and, via video, Emily Vacher, Director of Trust and Safety at Meta, and Michelle DeLaune, President and Chief Executive Officer of the National Centre for Missing and Exploited Children. The media conference was also attended by the Head of the Prevention Department, Sandra Veber and Ombudswoman for Children, Helenca Pirnat Dragičević.

Matijević explained that missing children, whether they leave their family home, run away from an institution, become lost or are abducted by their parents, are at risk of many types of victimisation. It is therefore necessary to cooperate with citizens in order to find the missing child as soon as possible and ensure that the child grows up in a safe environment.

“The Croatian police pay special attention to missing children and participate in sharing and initiating good practices, not only when it comes to searching for missing children, but also in preventing their disappearance, especially in cases of vulnerable children. So far, we have done this through the national NENO system, Red Button application, promotion of the EUROPOL #DontBeACatch campaign and by participating in the European network of experts who work on missing children cases (PEN MP), as well as Amber Alert activities. Today we are taking it a step further and are setting up the NENO Alarm alert system for missing children to increase the likelihood of finding and protecting the missing child with the help of citizens as quickly as possible.” – said Matijević.

Emily Vacher, Director of Trust and Safety at Meta, stated via video that hundreds of thousands of children go missing around the world each year and when this happens the community feels the need to unite and help their families. “But they don't always know how and they don't have the tools to effectively find that child. Our missing child alert programme was inspired by people who were already using Facebook and Instagram for this purpose. When a child went missing in their community, they would share the information on Facebook or Instagram in hopes that somebody would recognize the child and that child would be safely reunited with their family.” – said Vacher in her message.
 
The likelihood of finding a missing child is greater if more people are part of the search – especially in the first 24 hours. The aim is to alert people who are in the best position to help and encourage them to send these alerts to their friends by sharing the NENO Alarm with a link to the NENO profile of the missing child.

“I know first-hand when a child goes missing, time is of the essence. Where there is specific, concrete information that the public can use to search for a missing child, we see remarkable results.” – said Michelle DeLaune, President and Chief Executive Officer of the National Centre for Missing and Exploited Children, and expressed her conviction that more children will return home to their families as the communities are encouraged to help them find their way home.

Sandra Veber, Head of the Prevention Department, also addressed all those who were present and pointed out that: “Every disappearance of a child must be approached with the utmost care and maximum efforts must be invested in finding the child as soon as possible. This can only be done through a comprehensive approach, joint cooperation between the police and the relevant institutions, as well as the indispensable assistance from the media. The NENO Alarm project makes it possible for the entire community to promptly react, which will certainly play an important role in protecting children.”

This project was supported by the Ombudswoman for children Ms Helenca Pirnat Dragičević stating that the disappearance of any child is cause for alarm and every search demands urgent, skilful and coordinated approach and engagement of experts. “During the “disappearance” children may be exposed to many threats, regardless of why they left their home or the institution in which they were placed, or were abducted. The NENO Alarm alert system will use two of the largest social media networks for faster and most efficient sharing of information about the child’s disappearance among a large number of users, and I see it as an important step which will ensure quick reaction from great many citizens and the system to the child’s disappearance and their involvement in the search” –  concluded the Ombudswoman Pirnat Dragičević. 
 
The NENO Alarm is activated through the following steps:

1. The competent organisational unit of the Ministry of the Interior responsible for activating the alarm sends an e-mail to the Meta company with a short and open description of the case followed by the description of the child and the link to the child’s profile in the National records of missing persons. Meta can receive these messages 24/7 at the designated e-mail address. The data can be supplemented and updated as needed.

2. Meta immediately publishes an alert to Facebook and Instagram users in the Republic of Croatia who are within a 160 km radius from the location where the child went missing. They receive an alert in the form of a notification from the Facebook page, i.e. the Facebook profile NENO - National Records of Missing Persons, with a short description of the case even if the application is not open on their mobile device at that moment. The alert remains active on Facebook and Instagram for 24 hours or until it is cancelled before the end of the 24-hour period.

3. If the missing child report is cancelled and the child found, the competent organisational unit of the Ministry of the Interior sends an e-mail to Meta with a short description of the outcome. Once the search is over, Facebook and Instagram users are also informed thereof.

This proactive step taken by the Ministry of the Interior is part of its continuous efforts to enhance security in Croatia. It aims to empower all members of society with all available tools so that they can contribute to enhanced security in their communities, including with the use of advanced technologies and available platforms designated for that purpose. This will also facilitate their cooperation with the police after they are alerted about the disappearance via Facebook or Instagram.
Therefore, please pay attention if you see an alert about a missing child. We must all work together to protect our children and safely return them to their homes.
